Google Webmaster guidelines will help Google to find, to index, and to rank your site. Before Creating a new website, my strongly suggestion you to pay very close attention to the "Quality Guidelines," If you are not paying attention or not following the Google guidelines then, that may lead to a site being panelized and removed entirely from the Google index. If once website has been penalized then it may take longer time to show up in search results on Google.com or on any of Google's partner sites.
When you website is ready then follows the below given points:


Design and content guidelines:
  • Design a website with a clear hierarchy and text links. Every page of website should be reachable from at least one static text link.
  • Create a site map page, in which place all important pages of your website. If the site map is larger than 100 links, then break the site map into separate pages.
  • Create a SEO friendly, useful, unique and content rich site.
  • Before creating a webpage, just think about the topic or keywords from which users would type to find your pages.
  • Give more important to text instead of images to display names, content, or links.
  • Write your own and unique Title for the webpage and use alt Tag.
  • Check Before uploading your webpage’s, is there any broken links?
  • If you are creating the webpage’s in dynamic url (i.e., the URL contains a "?" character), be aware that, every search engine spider crawls are unable to index the dynamic pages as well as static pages. So, it is better to keep the parameters short and the number of them few.
  • Use less than 100 links on a given page.
Technical guidelines:
  • Most search engine spiders see your site much as Lynx would.
  • Avoid using JavaScript, cookies, session IDs, frames, DHTML, or Flash because search engine spiders may have trouble crawling your site.
  • Allow search bots to crawl your sites without session IDs or arguments.
  • Make sure your web server supports the If-Modified-Since HTTP header. This feature allows your web server to tell Google whether your content has changed since we last crawled your site.
  • Use of the robots.txt file on your web server.
  • Test your web site in different browsers.
Quality guidelines:
In this Google quality guideline we will discuss about the most common forms and behavior. Webmasters who spend their energies to provide a better user experience and enjoy better ranking than those who spend their time looking for loopholes they can exploit.

Quality guidelines - Basic principles:
  • Create a webpage’s for users, not for search engines. Don't Use the cloaking technique.
  • Don’t try to manipulate the search results.
  • Don't participate in link schemes designed to increase your site's ranking or PageRank.
  • Don't participate in programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service.
Quality guidelines - specific guidelines:
  • Avoid hidden text or hidden links.
  • Don’t use cloaking technique or sneaky redirects.
  • Don't send automated queries to Google.
  • Don't load pages with irrelevant keywords.
  • Don't create multiple pages, subdomains, or domains with substantially duplicate content.
  • Avoid "doorway" pages created just for search engines.
  • If your site participates in an affiliate program, make sure that your site adds value. Provide unique and relevant content that gives users a reason to visit your site first.
